The interpreter shortage crisis is now documented at the federal level. NPR reported surging demand across U.S. courts in 2025. A February 2026 “Justice Disrupted” report confirmed that the pool of certified interpreters cannot meet proceeding volumes. New York City courts lost 27% of staff interpreters since 2019. California committed $6.8M to a workforce pilot, but demand overwhelmed the program.
The SPEAK Act – signed into law February 3, 2026 – requires HHS to publish guidance on integrating interpreters into telehealth by February 2027, including VRI platform requirements. DOGE contract cancellations disrupted interpreting services at agencies including BIA and HHS. And EO 14224 removed the federal language access framework that drove consistent interpreter procurement.
