The Federal Landscape

The IC OSINT Strategy 2024-2026, released jointly by ODNI and CIA, formally professionalizes OSINT as a discipline and calls for expanded use of AI/ML and human language technologies across the mission. It establishes a framework for centralized, multi-domain data cataloging and explicitly calls for private sector partnership to develop, test, and deploy OSINT tools and tradecraft.
The House intelligence authorization bill for FY2026 includes a dedicated “open-source matters” section with reforms around OSINT definitions, budgeting, and a new OSINT subcommittee. ODNI is also establishing an IC Data Consortium to address duplicative data purchases across the intelligence community.
