The policy ground is shifting on multiple fronts simultaneously. EO 14224 revoked the 25-year-old framework for federal language access. DOGE-driven workforce reductions eliminated 317,000+ positions. The Language Access for All Act (H.R. 7223) would re-codify those protections into permanent law. The SPEAK Act is now law, requiring HHS telehealth language access guidance by February 2027. And a December 2025 executive order directs agencies to publish AI strategy plans and remove barriers to AI adoption.
