GSA’s FY2025 Section 508 assessment scored federal accessibility compliance at just 1.96 out of 5. Only 37% of public federal webpages and documents conform to accessibility standards. Nearly a quarter of agencies didn’t test their top-viewed digital products at all.
Meanwhile, the SPEAK Act – signed into law on February 3, 2026 – requires HHS to publish formal guidance by February 2027 on language access in telehealth, including integrating interpreters and VRI platforms into telehealth interactions. The ADA Title II final rule also sets an April 26, 2026 deadline requiring WCAG 2.1 Level AA compliance for state and local government digital content – a standard that will cascade to federal agencies providing oversight and grants.
